health care contracting
An increasing portion of the federal budget is being allocated to supporting healthcare programs for our nation’s veterans, active duty service personnel and their dependents. The majority of these programs are centralized in the Department of Veterans Affairs (VA) and the Department of Defense (DOD). Effective participation in these programs requires insight and experience with the FSS and national contracting programs administered by the VA’s National Acquisition Center (NAC), prime vendor programs administered by the VA and the Defense Logistics Agency (DLA), DLA E-Catalog contracts and emerging programs and standardization initiatives through the VA’s Strategic Acquisition Center (SAC) and the Defense Health Agency (DHA). Apollo professionals have extensive experience with all these programs and agencies, and interacts on a regular basis with decision-makers and professional in all of these organizations in order to provide timely, effective and current counseling to our customers.
GSA AND VA SCHEDULES
Federal Supply Schedule (FSS) contracts administered and managed by the General Services Administration (GSA) and the Department of Veterans Affairs (VA) serve as a premier gateway into the federal market for product, technology and service providers alike. Access to this gateway, however, requires a keen understanding of FSS unique contracting requirements, including Commercial Sales Practice (CSP) disclosures, FSS pricing negotiations, the designation of basis of award/tracking customers, obligations to maintain and update pricing and tracking ratios and obligations under the FSS Price Reductions Clause and Trade Agreements Act. Other unique requirements are imposed with respect to technology, medical device, pharmaceutical and professional service offerings. Failure to fully comprehend and execute these requirements can lead to failed contract offerings or, worse, disastrous outcomes, including severe financial and criminal sanctions.
Firms seeking to pursue FSS contracting opportunities have access to effective representation to ensure that they understand and are able to execute these requirements as well as industry best practices. Apollo’s professionals have mastered these requirements and have extensive experience with all major FSS programs across GSA and the VA. We can and do prepare and negotiate initial FSS proposals, contract renewals and request for contract modifications. We also provide advisory services to clients during pre-award and post-award audits related to FSS contracts. We would welcome the opportunity to assist your firm in achieving success in this challenging federal market.
