The majority of these programs are centralized in the Department of Veterans Affairs (VA) and the Department of Defense (DOD). Effective participation in these programs requires insight and experience with the FSS and national contracting programs administered by the VA’s National Acquisition Center (NAC), prime vendor programs administered by the VA and the Defense Logistics Agency (DLA), DLA E-Catalog contracts and emerging programs and standardization initiatives through the VA’s Strategic Acquisition Center (SAC) and the Defense Health Agency (DHA). GSA AND VA SCHEDULES
Federal Supply Schedule (FSS) contracts administered and managed by the General Services Administration (GSA) and the Department of Veterans Affairs (VA) serve as a premier gateway into the federal market for product, technology and service providers alike. Access to this gateway, however, requires a keen understanding of FSS unique contracting requirements, including Commercial Sales Practice (CSP) disclosures, FSS pricing negotiations, the designation of basis of award/tracking customers, obligations to maintain and update pricing and tracking ratios and obligations under the FSS Price Reductions Clause and Trade Agreements Act. Other unique requirements are imposed with respect to technology, medical device, pharmaceutical and professional service offerings.
